How could you make a cut clippings to die?

I bought Scrapbook Die Cuts, but difficult to find a press Cutting Die here.

I know you want to know how the press, but I really recommend you buy the press with the manufacturer of die. If you did a press and it was not designed specifically to right, your chains are rendered useless very quickly. If this is Sizzix system, you should be able to buy a Printing Press through eBay via the links in the link below or you could find a shop through the second link.
